Framing a strategic decision before collecting data

DECISION QUESTION

Which decision must be taken, by whom, within which scope and under which constraints?

An explicit framing avoids accumulating data without knowing which decision it must inform.

DECISION SUPPORT METHOD

Readiness grid for a strategic decision

A decision is ready when the object to settle, the decision-maker, the date, the options and the renunciations are explicit before collection. This grid separates the evidence needed for the decision from information that is merely interesting. An empty cell signals an uncertainty to address; it does not justify unlimited collection.

Complete the six controls in order. The framing is acceptable if the decision fits in one sentence, if at least two options are comparable and if each criterion can move the choice. Collection stops when the discriminating evidence is sufficient or when the value of an additional piece of information falls below its cost and the delay created.

ControlQuestion to make explicitReadiness threshold
DecisionWhich precise choice must be made?A decision verb, an object and an expected result.
GovernanceWho decides and before which date?A named body, an owner and a deadline.
ScopeWhich offers, populations, zones and periods are included?Inclusions and exclusions written in the same unit.
OptionsWhich options really remain open?At least two options and their irreversible renunciations.
EvidenceWhich fact separates the options? Each piece of evidence is linked to a criterion and a source.
ReviewWhich event will reopen the decision?A threshold, a date or an observable signal.

The output of the grid is a decision mandate, not an analysis report. If no evidence can change the choice, collection is stopped and the decision is made with its limits visible.
